Japan's Liberal Democratic Party lawmakers made a proposal for a new immigration policy. Elaborated by the group of 80 lawyers, it suggests that the ratio of immigrants - formerly called "foreigners" - be raised to about 10% over the next 50 years and that an "Immigration Agency" be set up by 2011.
